Opinions of the General Office of the People's Government of Shandong Province on Promoting the High-quality Development of the Province's Prepared Vegetable Industry (Lu Zhengban Zi [2022] No. 138)

All municipal people's governments, county (city, district) people's governments, provincial government departments, directly subordinate agencies, major enterprises, colleges and universities:

 

Prepared vegetables are based on crops, livestock and poultry, aquatic products, etc.
as raw materials, with various auxiliary materials, using modern standards for centralized production, pre-processed finished products or semi-finished products, including ready-to-eat, instant-hot, ready-to-cook, ready-to-match and other foods
.
In recent years, the prefabricated vegetable industry in our province has developed rapidly, and has become an emerging industry
that extends the agricultural industrial chain, improves the value-added level of agricultural product processing, and promotes farmers to increase income and become rich.
In order to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, establish the concept of big food, implement the decision-making and deployment of the 12th Provincial Party Congress, and promote and guide the healthy, orderly and high-quality development of the prepared vegetable industry, with the consent of the provincial government, the following opinions
are hereby put forward.

 

1.
General requirements

 

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement General Secretary Xi Jinping's important expositions on the work of "three rural areas" and important instructions and requirements for Shandong's work, complete, accurate and comprehensive implementation of the new development concept, in accordance with the overall deployment of the provincial party committee and the provincial government of "walking ahead and opening up a new situation", to meet the consumption needs of urban and rural residents as the guide, to seize the commanding heights of the development of the prepared vegetable industry as the goal, give full play to the advantages of the rich agricultural resources of our province, and create a number of prepared vegetable industry highlands and industrial clusters.
Promote the high-quality development of
the entire industry chain.
By 2025, the province's prefabricated vegetable processing capacity will be further improved, the standardization level will be significantly improved, the core competitiveness will be significantly enhanced, the brand effect will be more prominent, the number of prefabricated vegetable market entities will exceed 10,000, and the output value of the entire industry chain will exceed 1 trillion yuan
.

Second, build and strengthen the whole industrial chain

 

(1) Build a standardized raw material production base
.
In accordance with the requirements of "three products and one standard", promote the cultivation of agricultural product varieties, quality improvement, brand building and standardized production
.
Relying on the characteristic industry platform project, implement the "13+N" advantageous characteristic industry cultivation plan, build a raw material supply base for fruit and vegetable mushroom tea, livestock and poultry and slaughter, aquatic healthy breeding and other raw materials, and improve the level
of standardization, standardization and scale.
Support prefabricated vegetable enterprises to adopt the "enterprise + cooperative + base" model through self-built bases and order bases to stabilize the supply of raw materials, ensure quality and safety, and improve quality levels
.

(2) Cultivate and expand prefabricated vegetable processing enterprises
.
Support large enterprise groups to take the lead in building prefabricated vegetable industry demonstration parks (bases), establish and improve intelligent design and development, production and processing, refrigerated warehousing, sorting and distribution systems, and create a number of "pilot" leading enterprises
of prefabricated vegetables.
Strengthen the cultivation of high-quality small and medium-sized enterprises, improve market competitiveness, and gradually become "specialized, specialized and new", "little giant" and "single champion" enterprises
.
Innovate and promote models such as "production base + central kitchen + catering outlets", "production base + processing enterprises + e-commerce sales", "health data + nutritional catering + private customization", and develop new formats
such as group catering and e-commerce.
Support qualified prefabricated vegetable enterprises to go public for financing and bond issuance, and give a one-time bonus
of up to 2 million yuan to enterprises listed on domestic and foreign capital markets.
By 2025, cultivate more than 10 leading enterprises of 10 billion-level prefabricated vegetables, and form a gradient cultivation pattern
of high-quality enterprises.

(3) Support the development of cold chain logistics

Promote the pilot project of refrigeration and preservation of agricultural products in the whole county (city, district), tilt towards the key cities and counties (cities and districts) of prepared vegetables, establish cold chain distribution centers in production areas, and strengthen storage services
in production areas.
Make use of the central government's funds to strengthen the construction of the agricultural product supply chain system, build infrastructure such as cold chain storage, processing and logistics of prefabricated vegetables, improve the support capacity of cold chain circulation, form an integrated cold chain system of "cold storage facilities-cold chain enterprises-cold chain regional centers", and build a closed loop
of "raw materials-workshop-table" cold chain logistics.
Support prefabricated vegetable enterprises to use the existing cold chain logistics network to expand the cold chain logistics service channels
of prefabricated vegetables.

(4) Promote the development of
industrial agglomeration.
Optimize the industrial layout, guide all localities to build prefabricated vegetable industrial parks, and encourage prefabricated vegetable enterprises and upstream and downstream supporting enterprises to concentrate on the development
of the park.
Strive to build national industrial clusters such as Shouguang vegetables, along yellow beef cattle, along yellow wheat, along yellow soybeans, and Shandong peanuts, build characteristic advantageous food industry clusters, carry out technical collaborative research, product cooperation and support, brand co-construction and sharing, and amplify the agglomeration effect
of the prefabricated vegetable industry.
Accelerate the construction of national food industrial parks such as China (Qingdao), China (Weifang) International Agricultural Products Processing Industrial Park and China (Dezhou) Agri-Food Innovation Industrial Park
.
By 2025, the province will build 30 prefabricated vegetable industrial parks with Shandong characteristics
.

prepared vegetable products.
Support the cooperation between prefabricated vegetable enterprises and scientific research institutions, rely on professional and technical talents such as "Lu cuisine masters" to develop technologies and products with outstanding characteristics and good recovery, and create prefabricated vegetable products
that are recognized by consumers, have high market share, and have a leading role in demonstration.

Promote prefabricated vegetable production enterprises to strengthen brand building, create a number of prefabricated vegetable characteristic brands with excellent quality and high social recognition, and enhance added value and soft power

Promote the inheritance and upgrading of "time-honored brands", tap the connotation of brand culture, encourage prefabricated vegetable pilot enterprises and their products to participate in the regional public brand evaluation of "Good Product Shandong", and cultivate "Top Ten Brands, Top 100 Enterprises, and Thousand Excellent Products"
of prefabricated dishes.

Encourage cities with the capacity to build public service platforms for the supply chain of prepared vegetables, provide product supply chain management, big data marketing and other services, and promote the application of
industrial Internet platforms.
Around schools, hospitals, enterprises, etc.
, vigorously develop pre-made dishes and group meals
.
Promote the innovation of pre-made dish sales models, and explore the establishment of self-service distribution terminals
for pre-made dishes in residential areas, office buildings and other areas where people gather.
Encourage cities with the capacity to build e-commerce bases for prefabricated vegetables, develop and produce e-commerce marketable goods, and improve online sales capabilities

Support prepared vegetable enterprises to develop e-commerce and expand online and offline sales channels
.
Build a platform for the production and marketing of prepared vegetables, hold various production and marketing matchmaking meetings and new product launches, etc.
, and support Weifang City to hold agricultural product processing technology achievements trading and prepared vegetable industry
fairs every year.
Vigorously cultivate prefabricated vegetable export industry agglomeration areas, export demonstration enterprises, and high-quality development bases for agricultural international trade, smooth external circulation channels, and promote the "going global"
of prefabricated vegetables.

Build a standard system

 

(8) Promote the development of

Focusing on the product categories, raw material production, product supply, processing and production, and food nutrition and function, accelerate the development of prepared vegetable standards, support relevant social groups to coordinate relevant market entities to formulate group standards, and build a standard system
for prefabricated dishes with Shandong characteristics for the whole industry chain.

(9) Establish a food safety supervision system
for prepared dishes.
Improve the food safety traceability system, improve the supervision mechanism of the prepared vegetable industry, and strengthen the supervision
of the whole process of prepared vegetables "from the place of origin to the table".
Strictly implement the production standards of prepared foods, and promote the extension of "bright kitchen bright stoves" to processing links such as prepared vegetable production workshops and central kitchens to ensure the safety of prepared food safety

Support social organizations such as prepared vegetable industry associations to play a role in improving the level of self-discipline and self-development of
the industry.
Promote the implementation of the main responsibility for food safety by prepared vegetable production enterprises, give play to the role of credit regulation, carry out evaluations of the creditworthiness system of prepared vegetable enterprises, and increase restrictions and punishments
for illegal and untrustworthy production and operation enterprises.

Support qualified prepared vegetable enterprises and scientific research institutions to build provincial key laboratories, technological innovation centers, engineering research centers, manufacturing innovation centers, etc.
, and provide support at the provincial level in the form of project competition, and encourage cities and counties (cities and districts) to give rewards and subsidies
in combination with relevant policies.
Give play to the role of the provincial modern agricultural industrial technology system, guide the flow of experts, technologies and achievements to enterprises, and provide full-chain scientific and technological services
such as technology transfer and scientific and technological consultation.

in the prepared vegetable industry.
Strengthen the construction of the entrepreneurial team, and cultivate a group of prefabricated vegetable entrepreneurs
with business philosophy, market vision, pioneering spirit and innovation ability.
Increase the intensity of vocational skills training in the prepared vegetable industry, encourage cities to develop a catalog of vocational training jobs suitable for industrial needs, and include it in the scope of
vocational training subsidies.

Focus on key areas of prepared vegetables such as marine fisheries and livestock and poultry, strengthen industry-university-research cooperation, focus on breakthroughs in new practical technologies in the whole chain such as raw material quality control, new product development, green processing, logistics preservation, and whole-process quality control, and promote the integrated application of key technologies and the transfer and transformation of scientific and
technological achievements.
Support R&D institutions and production creation enterprises of prefabricated vegetable processing equipment, and accelerate the development and promotion of a number of informationized, intelligent and engineering prefabricated vegetable processing equipment
.
For eligible technical transformation projects in the prefabricated vegetable industry, a single enterprise will be given a maximum of 20 million yuan of interest discount support
at 35% of the latest loan market quotation rate (LPR) of the bank.

All cities should establish corresponding coordination mechanisms, formulate detailed implementation plans in accordance with local conditions, and promote the healthy and orderly development of
the prepared vegetable industry.

(14) Strengthen financial support

Coordinate agriculture-related funds, promote funds for industrial integration projects such as advantageous characteristic industrial clusters, modern agricultural industrial parks, and industrial strong towns, as well as incentive policies such as modern agricultural strong counties and leading counties for the high-quality development of agricultural product processing industry (animal husbandry), and tilt towards
key counties in the prefabricated vegetable industry.
Give full play to the role of the provincial new and old kinetic energy conversion fund, and leverage financial and social capital to invest in the prepared vegetable industry
.
All levels of finance should include the prefabricated vegetable industry in the scope of financial support at the same level in accordance with local conditions, and use the local government's special bond policy to support enterprises to build prefabricated vegetable industry projects
without forming local government hidden debts.
For prefabricated vegetable projects with an actual annual investment of more than 100 million yuan in industrial and commercial capital, the provincial, municipal and county finances will jointly provide incentives and subsidies
at 1% of the actual new investment.

The new prefabricated vegetable projects with a total investment of more than 50 million yuan and an investment intensity of more than 3 million yuan per mu will be included in the provincial and municipal key projects to ensure the reasonable land use needs
of prefabricated vegetable enterprises.
Implement preferential tax policies for agricultural product processing, cold chain storage and transportation, and sales, and support the development of
prefabricated vegetable enterprises.
Establish a project database for the prepared vegetable industry, optimize the financial service mechanism, and tailor the financial support plan
for the prepared vegetable industry.
Support banking institutions in developing financial products and increase credit resources for enterprises in the prepared vegetable industry
.
Encourage insurance institutions to develop special insurance products for the prepared vegetable industry to enhance enterprises' ability
to resist risks.

Timely summarize the experience and practices of the development of the prepared vegetable industry, publicize and promote typical models, and create a good social environment
for the development of the prepared vegetable industry.
