    Prepared vegetables are based on crops, livestock and poultry, aquatic products, etc.

    In order to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, establish the concept of big food, implement the decision-making and deployment of the 12th Provincial Party Congress, and promote and guide the healthy, orderly and high-quality development of the prepared vegetable industry, with the consent of the provincial government, the following opinions
    are hereby put forward.
     
    1.
    General requirements
     
    Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement General Secretary Xi Jinping's important expositions on the work of "three rural areas" and important instructions and requirements for Shandong's work, complete, accurate and comprehensive implementation of the new development concept, in accordance with the overall deployment of the provincial party committee and the provincial government of "walking ahead and opening up a new situation", to meet the consumption needs of urban and rural residents as the guide, to seize the commanding heights of the development of the prepared vegetable industry as the goal, give full play to the advantages of the rich agricultural resources of our province, and create a number of prepared vegetable industry highlands and industrial clusters.
    Promote the high-quality development of
    the entire industry chain.
    By 2025, the province's prefabricated vegetable processing capacity will be further improved, the standardization level will be significantly improved, the core competitiveness will be significantly enhanced, the brand effect will be more prominent, the number of prefabricated vegetable market entities will exceed 10,000, and the output value of the entire industry chain will exceed 1 trillion yuan

    Second, build and strengthen the whole industrial chain
     
    (1) Build a standardized raw material production base
    .

    of prefabricated vegetables.
    Strengthen the cultivation of high-quality small and medium-sized enterprises, improve market competitiveness, and gradually become "specialized, specialized and new", "little giant" and "single champion" enterprises

    Innovate and promote models such as "production base + central kitchen + catering outlets", "production base + processing enterprises + e-commerce sales", "health data + nutritional catering + private customization", and develop new formats
    such as group catering and e-commerce.

    Make use of the central government's funds to strengthen the construction of the agricultural product supply chain system, build infrastructure such as cold chain storage, processing and logistics of prefabricated vegetables, improve the support capacity of cold chain circulation, form an integrated cold chain system of "cold storage facilities-cold chain enterprises-cold chain regional centers", and build a closed loop

    Strive to build national industrial clusters such as Shouguang vegetables, along yellow beef cattle, along yellow wheat, along yellow soybeans, and Shandong peanuts, build characteristic advantageous food industry clusters, carry out technical collaborative research, product cooperation and support, brand co-construction and sharing, and amplify the agglomeration effect
    of the prefabricated vegetable industry.
    Accelerate the construction of national food industrial parks such as China (Qingdao), China (Weifang) International Agricultural Products Processing Industrial Park and China (Dezhou) Agri-Food Innovation Industrial Park
