[China Epoxy Network (China Epoxy Industry Online)News on April 2, 2015: The Ministry of Commerce announced on March 31 the "Commodity Circulation Law of the People's Republic of China (Draft for Solicitation of Comments)" , Solicit opinions from the public.

Ministry of Commerce spokesperson Sun Jiwen said that the Commodity Circulation Law insists on giving play to the decisive role of the market and strives to stimulate market vitality.

The draft for comments clarifies that commodities (including legally imported commodities) should be allowed to circulate freely across the country if there are no prohibitions or restrictions in the law.

He said that the Commodity Circulation Law reformed and established the basic system in the circulation field.

The Commodity Circulation Law is positioned as the basic law of the entire commodity circulation field, and is the embodiment of the reform of the domestic trade circulation system.

Sun Jiwen said that the Commodity Circulation Law innovated government management methods and emphasized interim and ex-post supervision.

Instead of setting new access conditions and administrative licenses for commodity circulation, it strengthened supervision during and after the event according to the direction of the transformation of government functions, clarified responsibilities and implemented hierarchical and classified dynamic supervision.
