The Ministry of Science and Technology and Henan Province jointly established a national key laboratory for crop adversity adaptation

In order to improve regional independent innovation ability, promote the construction of regional science and technology innovation system, increase innovation-driven regional economic and social development efforts, the implementation of the Ministry of Science and Technology and Henan Provincial Capital Conference related to the agreed matters, recommended by the Henan Provincial People's Government and expert demonstration, the provincial government to build a crop adversity adaptation and improvement of the national key laboratory has basically been equipped with construction and operation conditions. It has been decided to approve the ministry to jointly build the construction and operation of the National Key Laboratory for Crop Adversity Adaptation and Improvement (hereinafter referred to as the Laboratory) (the list is attached).
Henan Provincial People's Government is the main body of responsibility for laboratory construction and management, in accordance with the principle of "provincial co-construction, province-based", continuous innovation mechanism, highlighting local characteristics, the laboratory as an important base to attract and train talent, in the base construction and operation management, major project projects, foreign exchanges and cooperation to give key support, during the construction and operation period, each year for the laboratory to provide no less than 10 million yuan of special funding support, mainly used for the daily operation of the laboratory, open subjects set up, talent introduction and training, performance awards.
The Ministry of Science and Technology promotes the establishment of academic exchanges and cooperative relations between laboratories and key national laboratories of business counterparts, enhances laboratory research capabilities and levels, and coordinates national science and technology programs such as the special project of technological innovation guidance and the special project of base talents to support the construction of laboratory scientific research capability and basic conditions for scientific research.
Henan Provincial Science and Technology Department, as the competent department of the laboratory, during the operation period of laboratory construction, gives priority to supporting laboratory development in the special funds of the central guidance of local science and technology development, giving priority to project support in the declaration of major science and technology projects in the province, and giving priority protection in the areas of laboratory team building, high-end talent introduction, leading talent training and scientific research conditions construction.
Henan University is a laboratory relying unit, must provide laboratory construction with experimental rooms, scientific research equipment facilities, scientific research funds and other necessary basic conditions, and in the introduction and training of talent to give key support. During the construction and operation period of the laboratory, Henan University provides 15 million yuan per year for the construction and operation of the base, which is used for the purchase of laboratory equipment, condition guarantee, daily operation, independent research and foreign cooperation and exchange. Support laboratories to explore and establish management models and systems that conform to the laws of scientific and technological innovation, and give relatively independent scientific research autonomy and personnel decision-making power.the construction and operation of
laboratories should be based on the "Provincial Departments to build crop adversity adaptation and improve the national key laboratory construction and operation plan", carry out basic research with regional characteristics and applied basic research, enhance regional scientific and technological innovation capacity, and serve local economic development. During the operation of laboratory construction, in accordance with relevant requirements, we should adhere to the goal of building high standards, further condense the direction of development, strengthen the construction of talents and experimental conditions, strengthen open cooperation, continuously improve the level of scientific research, establish and improve the operation and management mechanism, and strive to become an important base for organizing and carrying out high-level scientific research, gathering and training outstanding scientific research talents in the region, and promoting cooperation and academic exchanges at home and abroad.
