    In February 2020, under the background of the initial control of the domestic epidemic and the fermentation of the international epidemic, Professor Luo Li's team relied on the accumulation of the achievements of major research projects of the National Health Commission and the Ministry of Education in the early stage, and with the support of the leading figure studio project of the Decision Consulting and Research Base of the Shanghai Municipal People's Government, prospectively carried out the "Research on Countermeasures to Improve the Shanghai Public Health Emergency Management System", focusing on three decision-making issues
