This draft clarifies the country’s objectives and tasks for the management of ozone-depleting substances (ODS), proposes to establish a special ozone-depleting substance total control and quota management system, and stipulates legal responsibilities for illegal production, use, and import and export of ozone-depleting substances.
According to experts from the China Epoxy Industry Association ( the "Regulations on the Management of Ozone Depleting Substances" is a class one legislative project of the State Council in 2009.
Prior to this, the Ministry of Environmental Protection actively cooperated with the State Council's Legislative Affairs Office to conduct extensive investigations.
As early as October 2008, the Legislative Affairs Office of the State Council promulgated the "Regulations on the Management of Ozone Depleting Substances (Draft for Comment)" in full to solicit opinions from all walks of life.
The consultation draft establishes the basic idea of ​​ozone-depleting substances management, that is, the country phases out the use of refrigerants, foaming agents, fire extinguishing agents, solvents, cleaning agents, processing aids, pesticides, aerosols, expansion agents, etc.
