On April 20, the General Office of the National Health and Health Commission issued the "Notice on Printing and Distributing the List of County Hospitals in the "Thousand-County Project" County Hospitals for Comprehensive Capability Improvement Work, and announced the first batch of county hospitals included in the "Thousand-County Project", involving 1233 hospital

By 2025 , at least 1,000 county hospitals will reach the medical level of tertiary hospitals

 

Previously, the Fourteenth Five-Year Plan for National Economic and Social Development and the Outline of Vision for 2035 proposed that "county-level hospitals should be the focus to improve the urban and rural medical service network" and "promoting high-quality medical resources in provinces and cities to support the development of county-level hospitals".
, and strive to add 500 county-level hospitals (including traditional Chinese medicine ) to meet the requirements of tertiary hospital facilities and service capabilities", "Opinions of the General Office of the State Council on Promoting the High-quality Development of Public Hospitals" and "Promotion of High-quality Development of Public Hospitals" ( 2021-2025)” and other documents clearly require the improvement of county-level medical service capabilities

In October 2021, the National Health and Health Commission issued the "Thousand-County Project" County Hospital Comprehensive Capacity Improvement Work Plan (2021-2025), which requires the promotion of provincial and municipal high-quality medical resources to sink to the county level, combined with the expansion of county hospital standards and capacity.
The project will make up for the shortcomings of county hospitals' medical service and management capabilities, gradually realize the integration and sharing of medical resources within the county, and effectively implement the leading role of county hospitals in the county medical service system and the role of bridges in the urban and rural medical service system.
By 2025 , at least 1,000 county hospitals across the country have reached the level of medical service capacity of tertiary hospitals, giving play to the role of county medical centers, and laying a solid foundation for the realization of common diseases in cities and counties

In accordance with the requirements of the "Opinions of the General Office of the State Council on Promoting the High-quality Development of Public Hospitals" and the "Work Plan", and in combination with the third-party evaluation of the medical service capacity of county hospitals during the "13th Five-Year Plan" period, the National Health and Health Commission has determined the following recommendation conditions:

 

The first is to focus on special areas such as poverty alleviation areas, three districts and three prefectures, the former Central Soviet area, and relocation areas for poverty alleviation and resettlement, and evaluate the medical service capacity of county hospitals in accordance with the "Basic Standards and Recommended Standards for County Hospital Medical Services";

 

The second is the capacity building of clinical specialties in county hospitals;

 

The third is to implement the functional orientation of county hospitals in the construction of the hierarchical diagnosis and treatment system;

 

The fourth is the development plan for the comprehensive capacity building of county hospitals;

 

Fifth, local governments support and guarantee policies and so on

All provinces with counties (excluding municipal districts) in the country have carried out recommendation work.
The National Health and Health Commission has organized two rounds of review in each province based on the recommendation conditions.
In the end, a total of 1,233 county hospitals participated in the "Thousand Counties Project" county hospitals.

　　For county hospitals that have not participated in the comprehensive capacity improvement work of county hospitals in the "Thousand-County Project", but have significantly improved their capacity and meet the recommended conditions, they can be recommended by the provincial health administrative department for inclusion;

 

　　For the county hospitals that are in the "County Hospital List", but the work progress is not obvious, the county hospitals that have a large gap between the mid-term evaluation and the service capacity target of the tertiary hospitals will be removed from the list

　　It is not the ultimate goal for county-level hospitals to pass the tertiary hospital accreditation, but the improvement of the real service capabilities of county-level medical care

 

　　According to "Healthy County Media", Zhang Hongliang, head of the Evaluation Section of the Medical Evaluation and Guidance Center of the Hebei Provincial Health and Health Commission, believes that the national strong grass-roots level encourages secondary hospitals to reach the technical capabilities and service levels of tertiary hospitals, and can even try to carry out some three-level hospitals.
It is not the same as the medical service items of the first-level hospital, but it does not mean that all of them must issue a document to clearly list the third-level hospital
