According to the notice, the National Health Commission, the Ministry of Civil Affairs, and the State Administration of Traditional Chinese Medicine have guided all localities to carry out the investigation and rectification of illegal acts of unqualified medical institutions set up in elderly care institutions and relevant personnel without medical qualifications providing diagnosis and treatment services without authorization, and found that some elderly care institutions have relevant violations of laws and regulations

The notice makes it clear that it is strictly forbidden to provide medical services
without qualified institutions and personnel.
Resolutely prevent institutions without professional qualifications in nursing institutions from providing medical services in the name of "clinics, health centers (rooms), infirmaries, nursing stations" and other medical institutions and integrated medical
and nursing care institutions.
Resolutely prevent relevant personnel in nursing institutions who do not have medical qualifications to provide medical services in the name of "doctors, nurses, medical
technicians" and other health technicians.
It is necessary to strengthen the main responsibility of old-age care institutions, and for internal medical institutions, they shall promptly file for the record in accordance with laws and regulations and hire qualified personnel to provide medical services; When elderly care establishments cooperate with other medical establishments to establish medical institutions or purchase medical services, they shall verify the qualifications
of the institutions and personnel providing medical services.

 

The notice requires that it is strictly forbidden to use names in violation of regulations and carry out diagnosis and treatment activities
beyond the scope.
Medical institutions set up in nursing care institutions should strictly follow the requirements of the General Office of the National Health Commission, the General Office of the Ministry of Civil Affairs, the General Office of the State Administration for Market Regulation, and the Office of the State Administration of Traditional Chinese Medicine and Pharmacy on Further Standardizing the Management of the Names of Medical Institutions (Guo Wei Ban Medical Letter [2020] No.
611), standardize the names of medical treatment institutions, and strictly prohibit the use of unapproved names of medical institutions.

Resolutely prevent health technicians used by medical institutions within nursing institutions from engaging in diagnosis and treatment activities
