(People's Daily) Vietnam's Ministry of Industry and Trade issued a decision on February 9 on temporary anti-dumping and countervailing measures against red sugar from Thailand.
Ministry of Industry and Trade launched an investigation on 21 September 2020.
After nearly five months of investigation, the Ministry of Industry and Trade has carefully assessed the losses suffered by the domestic production industry, the dumping and subsidy levels of Thailand's sugar producers and exporters, taking into account the impact of downstream industries and consumers, in accordance with WTO regulations, the Foreign Trade Administration Act and related regulations.
the results of the survey showed that the domestic sugar manufacturing industry has suffered heavy losses, a series of red sugar production plants were forced to close, resulting in a series of workers out of work.
estimated that 3,300 workers were unemployed and 93,225 farmers were affected by the difficulties of domestic manufacturers.
mainly due to a surge in imports of red sugar from Thailand to nearly 1.3 million tonnes, an increase of 330.4 per cent over 2019.
the results of the survey showed that imports of red sugar products from Thailand (including refined sugar, sugar No. 2) subsidy rate and dumping rate as high as 48.88 percent.
provisional anti-dumping and countervailing duty rates for red sugar from Thailand were 48.8 per cent.
However, taking into account the economic and social impact, the Ministry of Industry and Trade decided to impose an interim anti-dumping and countervailing duty of 33.88 per cent on the import of red sugar from Thailand in order to safeguard the interests of farmers, producers and consumers, and in accordance with the information obtained after the survey and the opinions of national regulatory bodies and relevant parties.

it is understood the investigation will conclude in the second quarter of this year.
